Project Background
The City of Karratha is developing a corporate Emissions Reduction Plan (ERP) that will guide the organisation in reducing greenhouse gas emissions and transitioning towards a more sustainable and resilient future. This plan focuses on emissions generated from the City’s corporate operations, with the intention to address community-wide reduction targets in future.
The Pilbara produces about 40% of Western Australia’s emissions and almost a quarter of Australia’s total emissions covered under the Safeguard Mechanism (the Australian Government’s policy for reducing emissions at Australia’s largest industrial facilities). Because of this, the region plays a crucial role in reducing the nation’s carbon footprint. The City of Karratha is taking the lead by developing a plan to cut its own emissions and help build a cleaner, more sustainable future for the region.
Over a period of 3 weeks, starting 21 October 2025, the plan was open for feedback via this page.
The opportunity to provide feedback has since closed.
- Stage 1 (completed): Identified sources of the City’s corporate emissions and calculated total emissions.
- Stage 2 (current): focused on developing a detailed plan to reduce these emissions.
- Stage 3: will expand the scope of the City’s emissions inventory to include additional sources such as contractors and supply chains.
- Stage 4: will involve calculating community-wide emissions and developing a corresponding emissions reduction plan.
- Provide a clear framework for reducing corporate emissions across City operations.
- Align the City with State and Federal government emissions reduction commitments, with interim targets of:
- 20% reduction by FY2030
- 50% reduction by FY2040
- Near-net zero by FY2050
- 20% reduction by FY2030
- Support the City’s Environmental Sustainability Strategy.
- Identify practical opportunities to lower energy use, improve efficiency, and invest in renewable solutions.
- Initial data on the City’s current emissions profile.

- State and national climate policies and targets.
- A review of best practice approaches to local government emissions reduction.
- Feedback and input from staff, stakeholders, and the community.
Our aim is to meet the WA target of a net zero greenhouse gas emissions by 2050.
