About the Project
The Community Infrastructure Plan 2025-2026 identified key infrastructure priorities across the City of Karratha to meet current and future community needs across our towns, including:
- Sport and Recreation
- Community and Civic
- Art and Culture
This project focuses on developing Master Plans for three sporting precincts:
- Karratha Leisureplex
- Bulgarra Sporting Precinct
- A new sporting precinct to house playing fields for rectangular sports, on land adjacent to the existing Kevin Richards Memorial Oval in Millars Well
Planning these precincts together allowed the City to take a coordinated, strategic approach to addressing short- and long-term priorities identified through the Community Infrastructure Plan 2025-2035, including:
- Additional rectangular fields
- Additional indoor courts and gymnastics space
- Hockey infrastructure
- Exploring alternative uses for under-used beach volleyball courts
- Improvements to Bulgarra Sporting Precinct and Tennis Club

This strategic approach helps ensure public investment is well planned and benefits the whole region.
Community feedback has now closed.
Thank you to everyone who took the time to share their experiences and ideas throughout this project. Your contributions will help inform the development of the Master Plans and will be carefully considered alongside technical assessments, strategic priorities and future planning requirements.
Feedback received from the community, including previous survey findings and local knowledge, will play an important role in shaping future sport and recreation infrastructure across the City.
There are 3 stages during the Master Plan development where we really need input from our community facility user groups:
- Identifying community and user group needs
- Developing and refining concept designs
- Reviewing draft Master Plans before they are finalised
