Project Background
The City of Karratha undertook a Waterplay Feasibility Study to explore options for future water-based recreation facilities across the City.
Through the Strategic Community Plan review and the adopted Community Infrastructure Plan 2025–2035, community feedback identified a strong interest in additional sport, recreation and leisure facilities — including expanded waterplay opportunities. In response, Council committed to investigating whether waterplay facility/facilities may be viable and appropriate for the region. The findings will now be reviewed and used to help inform future planning and decision-making.

The Waterplay Feasibility Study was undertaken to determine whether additional water-based recreation facilities would be viable and appropriate for the City of Karratha.
The study sought to:
- Assess community need and demand
- Explore different types of waterplay facilities (e.g. splash parks, nature-based waterplay, waterpark-style attractions)
- Identify and evaluate potential locations across the City
- Consider appropriate scale and delivery models
- Investigate capital, operational and lifecycle costs
- Assess long-term financial and operational sustainability
- Ensure alignment with the City’s strategic priorities and infrastructure planning
This was an evidence-based process that balanced community aspirations with technical, site, financial and operational considerations.
The findings are now being reviewed and will help inform future planning and decision-making.
No decision has been made to build a facility. This study was focused on understanding what may or may not be feasible.
The Feasibility Study has been completed and will provide Council with clear, evidence-based recommendations.
Depending on the findings, the study may lead to:
- Identification of a preferred facility type and scale
- Identification of potential suitable locations
- A recommendation to undertake further detailed planning or design
- A recommendation to stage development over time
- Or a determination that a facility is not viable at this time
If Council chooses to progress beyond the feasibility stage, any future project would require:
- Council approval
- Budget consideration
- Further planning and design
- Additional community engagement
The Study ensures that any future decisions are informed, financially responsible, and aligned with community priorities.
